I used to program PICs using the picsquirt programmer, you can find more information about it here - http://www.p10link.net/plugwash/picsquirt/. I no longer use this programmer as I have better official programmers, but it's still a nice programmer for the hobbyist on a budget and it's open - so you can add new PICs to the firmware. I recommend PICkit 2 for anyone wanting to get into PICs.
